Entrusted by Qinghai Yellow River Upstream Hydropower Development Co., Ltd. to conduct public bidding for the procurement and installation of street lamps in the water and aluminum aluminum joint venture project of Qinghai Yellow River Company. The relevant matters are hereby announced as follows:
1.1 Project Overview Qinghai Yellow River Hydropower Aluminum Profile Joint Venture Project is located in Ganhe Industrial Zone, Yuzhong County, Xining City, Qinghai Province, about 35km away from Xining City and about 6km away from Yuzhong County. The annual design capacity of the project is 500,000 tons of aluminum profiles; the annual carbon fiber production capacity is 300,000 tons; the construction period is 2 years, and the first phase is scheduled to be put into operation in the first half of 2009.
1.2 Name of the bidding project:
The scope of tenders for the purchase and installation of street lamps in the water and aluminum aluminum joint venture project of Qinghai Yellow River Company mainly includes:
1) Procurement of 291 sets of street lamps and their accessories, and laying of 11500m streetlight power cables (cables provided by the buyer), construction of 291 streetlights, detailed technical requirements and streetlight styles are shown in the bidding documents;
2) Auxiliary equipment: all installation accessories such as cables (in the pole), bolts, connectors, etc.
3) Design, manufacture, factory testing, inspection, packaging, transportation, delivery, etc. of the tender street lamp;
4) Provide necessary spare parts and special tools to meet the installation, commissioning and operation and maintenance of the equipment;
5) Submit the necessary drawings and materials;
6) Responsible for the technical coordination of bidding streetlight construction, installation and other relevant parts of the plant;
7) The installation and on-site test of the bidding street lamp will be completed by the seller. The seller must dispatch qualified technicians to the site for installation, testing and commissioning;
8) Responsible for training, on-site service and after-sales service for buyer's personnel;
1.3 Source of Funds The project is constructed by Qinghai Yellow River Upstream Hydropower Development Co., Ltd. with its own funds and bank loans. Construction funds have been implemented.
1.4 Bidding Qualification
1.4.1 Legal person status The bidder must be a street lamp manufacturer or agent with independent legal person status registered in the administrative department of the People's Republic of China. If the bid is issued by a production enterprise, its registered capital is RMB 6 million and above; For commercial bidding, the registered capital is RMB 1 million and above, and the registered capital of the manufacturer of the agent products is RMB 6 million and above.
The street lamp installation and construction enterprise has the qualification of the municipal public utility construction general contracting level 3 and above.
1.4.2 Commercial credit bidders should have a good business reputation. The contracts executed in the past three years have not been criticized and punished by the administrative department of the industry; there is no contract suspension and litigation records caused by the bidder’s breach of contract or improper performance; there is no situation in which the bidding qualification is cancelled and the bidding qualification is cancelled.
1.4.3 Financial status The financial and credit status is good in the past three years. With sufficient liquidity to undertake the manufacture and supply of this tender equipment, it shall have the financial statements of the most recent three-year fiscal year audited by an independent auditing agency, no property shall be taken over and frozen, or the loss shall be in bankruptcy; it shall be issued by the bank. 1.4.4 Quality Assurance and Quality Control The bidder's quality assurance system shall pass the ISO9000 series of standards certification.
1.4.5 Qualification of key personnel The main personnel of this tendered street lamp must have street lamp design, development, testing, manufacturing process, on-site service, quality control, quality assurance and installation, commissioning, acceptance and training experience;
1.4.5.1 Ability to design and manufacture street lamps
1. The bidder has the documents and materials required to perform the contract and the production capacity of the street lamp;
2. The bidder has the ability to perform documents for the maintenance, repair and other service obligations of the contract street light;
3. Types and routine test reports of street lamps provided by the bidder;
4. The street light source has the certification and test report issued by the national industry authorized department.
1.4.6 Performance In the past three years, there are 2 or more biddings similar to the supply of lamps and the performance of construction and installation.
1.4.7 Purchased equipment and purchased parts When the bidding equipment needs to purchase parts and equipment, the original manufacturer of the purchased equipment and purchased parts should also meet the qualifications specified in this bidding document.
1.5 Qualification examination The tenderee will conduct the qualification review after the bidding documents provided by the bidder, and the unqualified bidders will be treated as the waste standard, and the consequences will be borne by the bidder.
1.6 The price of the bidding documents The price of each set of bidding documents is: RMB 壹仟 yuan (¥1000), and the cost of purchasing the bidding documents will not be refunded regardless of whether the bid is won or not.
