The 2017 academician election of the Chinese Academy of Engineering was officially launched at the beginning of the year. There were 533 valid candidates nominated by the China Association of Science and Technology for the organization of academic group nominations and academician nominations. On June 4-10, the first round of review meeting of academicians was convened, and 205 candidates entered the second round of evaluation. After the end of the first round of review meetings, according to the relevant regulations, the work of candidate material disclosure, examination and control, complaint handling, etc. was organized and the candidates who entered the second round of review were registered with the Central Talent Work Coordination Group Office. From October 30 to November 3, a second round of review and election meeting for academicians was convened, and after the procedures for the election of various academic departments and the final election of the entire academician assembly of the entire college, 67 newly elected academicians were elected.

Of the 67 newly elected academicians, 63 were men, accounting for 94%; 4 were women, accounting for 6%. The minimum age is 49 years, the maximum age is 67 years, and the average age is 56.37 years. Sixty-seven persons aged 60 years or older accounted for 85%; 10 persons aged 61 to 70 (inclusive) accounted for 15%, and more outstanding middle-aged and young engineering science and technology experts were elected. Of the newly elected academicians, 31 were from higher education institutions, accounting for 46.2%; 18 were from institutes, accounting for 26.9%; 18 were from enterprises and hospitals, accounting for 26.9%. Many engineering and scientific experts from enterprises and grass-roots frontlines, as well as outstanding experts working long-term in Xinjiang, Gansu and other remote western regions were elected. The results of the election of foreign academicians were simultaneously generated. A total of 18 foreign experts were selected as foreign academicians of the Chinese Academy of Engineering. Through the selection of this academician, the age structure, subject coverage and regional distribution of the academician team of our institute will be further improved. This will be more conducive to the role of the academician group, promote the development of engineering technology in China and encourage the growth of outstanding talents. The construction of a team of foreign academicians has taken a new stage, and it has also laid a solid foundation for the future from the mechanism for the election. This will promote international exchanges and cooperation for our country, enhance the influence of our institute in the international engineering science and technology community, and build a world-class engineering institute to play a more active role.

In the 2017 Academician election, our institute further improved and strengthened related work.

Strictly handle political issues and further strengthen the party group's leadership over the election. The party committee of the Academy of Engineering attaches great importance to the work of the election. According to the requirements of the Central Inspection Team, the entrance is strictly shut down according to law. When the election was initiated, the academician was sent a letter to the academician in the name of the party group and asked the academicians to resolutely resist all improper and irregular behaviors and jointly create a fair and just environment. After the party convened the 19th National Congress of the Communist Party of China, it promptly conducted serious study through the Presidium and all academician conferences. In order to further strengthen the leadership of the co-optation work and implement the related work of improving and perfecting the academician system, in August 2017, the College Party Group established the Leading Group for the Fellowship of the Fellowship. During the election process, the Leading Group of the Fellowship of the Fellowship of the Fellowships has held a number of meetings to conduct research on the investigation of complaints, the handling of violations by non-compliant candidates, and to provide guidance. According to the opinion of the Central Inspection Team, the "Measures for Handling Complaints about the Selection of Academicians of the Chinese Academy of Engineering" was revised. In accordance with the Party's principle of comprehensively governing the party strictly and the principle of "Government in the pre-law and discipline in the law," the "Supplementary Provisions on Measures for the Handling of Violations of Violations of Circulation by Academicians of the Chinese Academy of Engineering" are formulated to strengthen and standardize issues concerning violations of rules and regulations concerning candidates. Deal with and continuously improve the level of legalization of academician election work.

The spirit of being upright, to further highlight the style of study and conduct oriented. We attach great importance to and take seriously the issue of candidates’ morality, political economy, and other issues. In the first round of assessment, one candidate who was involved in the paper withdrawal was suspended. In the second round of assessment, the status of one candidate who violated the eight regulations in the influence period of the interview was suspended, and the violations of the three relevant candidates were notified within the scope of the Academic Department. In the process of reviewing the election, academicians were required to pay more attention to understanding the candidates' morality of study, political and economic performance, and personal conduct. For those candidates who have "suffocating" such as academic misconduct or moral flaws, they must be extremely cautious. For those who have not yet concluded a violation of discipline or political or economic issues, they must be "shelved". Academicians generally feedback that these measures have a very positive significance for establishing correct orientation and correcting the trend.

Improve policies and further optimize the mechanism for co-opted elections. The “two-channel” nomination is implemented, allowing candidates to nominate academicians and academic groups at the same time to stabilize and support academic group nomination channels and give full play to the complementary roles of the two nomination channels. To improve the special nomination work, the confidentiality requirements for research results of special nomination candidates will be changed from top secret level to confidential level, creating opportunities for nominations and candidates for more outstanding experts in national defense and national security. Implement the classified investigation mechanism, carefully sort out the academic style complaints, and the “two types of complaints” of political economy, moral character and other types of complaints, and put forward the scientific and rational handling opinions. Academic style complaints are determined by the Standing Committee of the Academic Department to confirm the investigation of the establishment of the relevant academicians; political and economic, moral, and other types of complaints are entrusted to the competent authorities of the candidates for investigation and verification.
