According to the implementation rules, a discussion paper on the registration management procedures for the real-name system of civil unmanned aerial vehicles has been obtained. As of June 1, 2017, the owner of the civil drone must purchase in accordance with the requirements of this management procedure. Real name registration. For civil drones purchased before June 1, 2017, the owner must complete the real-name registration by August 31, 2017.

The discussion paper pointed out that if the owner of the civil drone fails to implement the real-name registration and paste registration mark in accordance with this management procedure, the use of the drone will be affected. The competent regulatory authorities will impose penalties in accordance with relevant regulations.

The drone manufacturer will remind the owner to register the real name in the "unmanned machine real name registration system" in the obvious location of the product packaging and the product manual, warning the unauthorised registration of the hazard of unauthorized flight, and providing self-adhesive printing with the product. After the owner of the civil drone completes the information in the "unmanned machine real name registration system", the system automatically gives a registration mark picture containing the registration number and the two-dimensional code, and sends it to the registered mailbox. The QR code is an encrypted, uniquely identifying two-dimensional code of the drone, including the drone manufacturer, product model, product name, product serial number, registration time, owner's name or legal person information, contact information, and document number. .

After receiving the picture of the registration mark containing the registration number and the QR code given by the system, the owner of the civil drone prints it as a sticker of at least 2 cm by 2 cm, and uses the registration mark picture. If the civil drone is sold, transferred, damaged, scrapped, lost or stolen, the owner of the civil drone shall promptly cancel the information of the drone through the "unmanned machine real name registration system".
