3. Bidder qualification requirements

3.1 The bidder should have the following basic qualifications:

(1) An independent legal person registered in the territory of the People's Republic of China;

(2) Holding a qualification certificate of general contracting for the construction of petrochemical projects issued by the construction administrative department;

(3) Holding an effective safety production license issued by the construction administrative department;

(4) Hold an effective quality management, environmental management, occupational health and safety management system certification;

(5) Since 2014, (accepting the acceptance time of the delivery (deadline) project), there are performances of construction projects for petrochemical auxiliary projects with a single contract amount of 4 million yuan and above;

(6) The company is in good financial condition, has sufficient assets and capabilities and effectively performs the contract;

3.2 The Commonwealth does not accept bids from the Consortium.

3.3 The tender requires the bidder to propose the following personnel to not part-time other projects during the contract period of this project. The qualification requirements for the personnel are:

(1) The project manager holds the national first-class registered construction engineer qualification for mechanical and electrical engineering (registered in the bidder unit), and has an effective construction product enterprise project leader safety production assessment certificate (B certificate).
