1. Purchase range

1.1 Project Description:

In order to meet the office needs of China Unicom (Shandong) Industrial Internet Co., Ltd. in 2018, office supplies, computer consumables, and cleaning supplies must be purchased.

1.2 Bidding content:

Office supplies, computer supplies, cleaning supplies. (See Annex 6: List of Purchase Contents for details)

1.3 The project is not divided into bid sections.

1.4 The quoted price for the project is the delivered price at the project site, and the maximum price is set. See the tender documents for details. If the price quoted by the bidder is higher than the maximum price, its bid will be rejected.

1.5 Delivery cycle: within 15 days from the contract signing date

2. Bidder qualification requirements

2.1 The potential bidder’s registered capital shall not be less than RMB 1 million; he shall be qualified as a VAT general taxpayer and be able to issue special VAT invoices in compliance with tax laws.

2.2 Potential bidders shall be legally and financially independent legal entities or legally registered organizations that are legally operating and independent of the procurement agency; the respondent’s legal representative or person in charge shall be the same person or have different responses to holding and management relationships. A person may not participate in the response of the project (same sub-package) at the same time, and require each respondent to provide relevant materials such as the composition of the company's shareholders, and inquire relevant information through the “National Enterprise Credit Information Disclosure System”. Provide website query screenshots and commitments.

2.3 The potential bidder shall be a unit registered in China that has legal personality and business scope permit, financial and operating conditions, and is not being ordered to suspend business, property is taken over, frozen, or bankrupted. Provide a commitment letter.

2.4 The potential bidder shall establish an after-sales service agency within 15 days after the local after-sales service organization has been established or promised to issue the bid-winning notice to provide the certification or commitment letter. It is reflected in the form of promise and the format is self-made.

2.5 The Commonwealth does not accept bids for this purchase. After the bid is awarded, it shall not be subcontracted, illegal or subcontracted, and a letter of commitment shall be provided.

The project will be subject to post-qualification. The criteria and content of the qualification review will be found in the “Bid Evaluation Methods” in Chapter 3 of the Bidding Document. Any bidder who fails to pass the qualification will be rejected.
