In the process of power system reform, China’s progress is not fast. Then, how will the electric power system reform be promoted? Because the transmission and distribution are not separated, it is impossible to truly verify the cost of transmission and distribution, and it is impossible to carry out the electricity price reform once mentioned.

Shao Bingren analyzed that the electricity price formation mechanism reflecting the degree of scarcity of resources solved the contradiction between upstream and downstream products and resolved the internal contradictions of electricity prices.
